Article 4, Section 3, Clause 1: A new state can not be formed without consent from congress. My change is that they don't have to have permission from congress to build new territories/states. I think that the founding fathers wrote this because then all of the states would be organized, by knowing who is a state, who is leader and other basic information. The positive effects of this would be that there would be a large variety of people that would have territories to have a diverse country. It would allow different groups of culture and beliefs. Another positive affect would be that it would take less time to create states. It would take less time because they wouldn't have to take the time for congress to approve and check over the information for your new state. The negative effects would be that people would fight over the land. The fighting would come from that there is no one deciding whose land it is. Someone could claim the land, when its really some else's land, and there is no one to settle the problem It would also cause a large amount of disorganization for congress with where states are and who owns the states,and who has the power in the states. An example of this would be, when the colonies were not under British rule anymore, they had freedom to have their own territories without consent. I don't agree with this change because it would cause too much fighting between new territories and people and rulers and the states would be way too unorganized.
